From the article, it seems it is a requirement for candidates to be paid their expenses covering Secret Service. The FEC lawyer Craig Engle said, "It's basically just calling it even. It's either Trump making a contribution to the U.S. government, or the U.S. government reimburses the Trump campaign for its expenses."

When you pay people yourself, they have a vested interest in keeping their jobs and you expect them to be more close-mouthed and absolutely loyal to you.
trump understands how some of the SS both lied and spilled the beans about other presidents, and he dare not risk the same thing happening to him while he's in office.
The SS are working for trump and the citizens; the private team is working for trump alone.
My first thought is he wants to keep a lot of his actions hidden.

so the campaign is reimbursed for it's security expenses ( hosting the SS) -but in Trump's case the expenses are paid to a company Trump owns.instead of some other airline ( etc.)
