During the Obama era it became clear that only Obama could win on Obama's agenda. And this, in spite of the fact Obama was personally popular. Obama was 'cool' in a way that appealed to most Americans [on the left and in Hollywood, it made some people literally swoon lol], he was articulate even when he wasn't saying anything of substance and he was the first minority president.

People, in large measure, wanted to like Obama.

But his policies were another thing. Nobody but Obama could run on something like cap and trade and expect to win the race in their district. Consequently, during Obama's eight year reign his party suffered by taking several successive shellackings culminating in Trump's historic upset of Hillary.

Notice the Gallop poll shows just the opposite with Trump. The overwhelming number of people polled disapprove of Trump because of his personality---not because of his policy or agenda.

Democrats would do well to take note of this. It means if Trump were to be mysteriously teleported to another planet and was never seen again, there would still be good poll support for his broad agenda. A less polarizing figure could come along and embrace the Trump agenda and win fairly easily. In fact, it's a very safe bet that would happen. Worse than not having their own agenda to counter it, all democrats want to do is talk about Russia.

Note that I said 'broad support' in the OP.

The broad support for the doing away with sanctuary cities is there. Your link only shows there is diversity of opinion regarding penalties for it.
