Both were charged in a conspiracy that Brooklyn prosecutors say led to 12 shootings. Mr. Williams also faces two counts of attempted murder. Both men pleaded not guilty and are out on bail.

Mr. Trump, from the rally stage, presented the two men to the crowd for a brief comment. Mr. Chambers kept his message short and to the point: “Make America great again.”
