NYC has a law against vehicles--except city buses 
--idling their engine for more than 3 minutes. The city pulls in about $70 million in fines a year as a result. But what makes this more egregious is that any "citizen" (legal or illegal) can report an idling vehicle, recording it for over 3 minutes idling via phone and receive 25% of the resulting fine. The guy in this video says he makes well into "six figures" reporting idling vehicles for a living.
