"There are conflicting narratives because everybody's got an opinion," he said in response to a question about how White House officials seem to differ on whether the tariffs announced last week present an opportunity for negotiation.
It came after Peter Navarro, President Donald Trump's trade advisor, wrote in a Financial Times op-ed on Monday that the new levies are "not a negotiation." At the same time, US Trade Secretary Scott Bessent announced on the same day that he would lead trade negotiations with Japan.
So, this reminds me of the time trump bleated in the middle of the night that "Obama 'taped' <-- he mispelled it his phones. Then all trump officials went on the Sunday shows looking like they were all in hostage videos.

The Trump Administration's tariffs are definitely not going well. I think it's understandable that given this fact, different factions of his administration would start to break up as to how to proceed from here.
 
Congress has the power to impose tariffs. They ceded that power to Daffy Donald without a word . The Constitution says Congress has the power to levy taxes, including tariffs. Congress passed a bill giving tariff power to the president on national security grounds only. That is not what Trump is doing.
