Before 2004, most states have very strict requirements for concealed carry permits, even limiting, or denying, active or retired law enforcement officers to carry in other states that they did not reside in. At that time, as well, 2nd Amendment activist groups were attempting to get congress to enact state reciprocity to force all states to accept the concealed weapons licenses of all other states, so that civilians could legally carry in all 50 states. The police unions asked the 2nd Amendment groups to help them get LEOSA passed, which would let active and retired officers carry weapons on them in all 50 states and, in return, they would then help us get it through for civilians. Now we have the two largest police unions in the country opposing HR38, which would force reciprocity on the states.
