1) He stepped down because he knew four more years wasn't in the cards, and 2) he has had a speech impediment his whole life. He now appears to have Parkinson's but of course that's just a guess.

He should ever have run again and the DNC should never have let him do so without a primary. His medical impediments are more reasons why this is true.
