the Houston Myor forgot these folks.....why?

Umm...I don't think he forgot them. At least that's not what I got from reading the article. Is your implication that he "forgot" them because they are poor or because they are black?

the government has no responsibility or liability to protect any single individual, save that of any specialized relationship. i.e. prisoner or inmate.

so do you think these people did the right thing?

do you think there should be NO emergency response whatsoever?

No, I don't. But being a fire and rescue guy myself I understand the concept of departments being overwhelmed especially in times of widespread disasters, both natural and man made. There simply aren't enough of us at times to be everywhere there is a need. So when people are left to fend for themselves I don't automatically think management dropped the ball, but I'm not naive enough to believe that it doesn't happen either. I tend to give the mayor the benefit of the doubt until more is known.

I've also been on both sides of this. I've been both the rescuer and the person in need of assistance who didn't get it and had to fend for himself. I really try to believe the best about people but then I've been told on occasion that I have too much faith in humanity.
