The bureaus have been corrupted ..actively..since Clinton days, and efforts are being made to fix that now..

decades later. Better late than never, I reckon. :dunno:
Almost the entire 1st Trump administration was undermining him with a few exceptions.
This time around, he put together a team that more than makes up for that.
He learned from his mistake.
