You are obviously new at this whole "critical reasoning" thing. The governor of Texas is not able to control precipitation, whereas the governor of California is fully able to regulate the dry brush fuel accumulation and prevent the wildfires that he is deliberately causing.

You aren't exactly in the top 50% of logical acumen.
