Do you not understand the purpose and scope of city governments? They propose and pass city budgets, make/amend city laws, policies, ordinances, levy taxes, and oversee the city's day-to-day operations. Local officials often resent state officials infringing on their right to govern their affairs, and the state has little to do with local crime rates.
