Those who are unable to vote (illegal immigrants, prisoners, felons, and children) shouldn't be counted for apportionment purposes. I think it's wrong for the counting of a person who can't possibly vote to pad the apportionment of those that can. And think of the injustice too - in states like Missisisppi, where a quarter of black men are disfranchised, the white men who imprisoned them now effectively get to cast their vote. I can't see how this makes any sense. It's like the new 3/5 rule, except worse because it pads southern conservatives with a whole vote.

Also it's stupid to count non-citizens for apportionment purposes as well. The part of the 14th amendment that mandated that wasn't well thought out.

So how does it make it a "conspiracy theory" when you learn about a law after it started to have negative effects?

For example, I could have told you the minute Sarbenes Oxley passed that it was going to have a serious negative effect on business which it ended up having. However that wasn't a "conspiracy theory" on my part.
