Sleepy Joe wanted a Constitutional Amendment to enforce segregation

...the Delaware senator also told NPR that more and more liberals were coming around to his anti-bussing point of view. He said, “It’s become respectable now for liberals to at least say in public what they’ve always said in private, that bussing doesn’t work. We are trying to come up with an innovative piece of legislation.” He said that if legislation didn’t pass, he would consider trying to get a constitutional amendment on the issue.

Also telling is "what [liberals have] always said in private", exposing liberals for putting optics over substance.

Since we are not going to mix neighborhoods, we thought busing would make schools more equal. If white kids are going to a school, it is more likely to keep its funding. It also would allow whites and minorities to get to know each other cutting down on racism.
Whites started right away to end busing. They ended up using private and religious schools to avoid it. Due to segregation, there were not enough white kids to make a meaningful dent in segregated schools. It was doomed.
