A little off the topic but I'll venture an opinion....
Because the original usage appeared as the Military-Industrial-Congressional Complex but was revised later to exclude the reference to congress, I think that is exactly what he was referring to......because without Congress the prospect of war is gone....
The Military alone and Industry alone, or even together have little power to declare 'war' involving the entire country...

we have weapons already, unless you're intimating that the government would bring tanks and missiles to bear upon us. if that's the case, then the constitution is pretty much dead already. our biggest issue is going to be either hanging together, or surely hanging separately.
