should there be a threshold before a political party is dissolved?

If the seats held by a party fall below a certain % should they be forcibly dissolved and declared losers? Discuss!
 
Naw, just send them to team building camp and desensitivity training. Oh, and the president needs to issue an EO that says "get your shit together, losers".
