Severe HIV/AIDS Epidemic in Liberal Democrat Monopolozed DC

Well there is no Conservatives and Republicans in power there and no abstinence education, free condoms and social welfare program funding galore and the rate of HIV is now a severe epidemic in super-Liberal DC.

So how did this happen? Liberalism promotes an ideology of non-personal responsibility where people just plain don't think about the consequences of their actions as much because they become acclimated to government bailing them out of trouble.
If any on the left disagree with that, please put forth an alternate theory of why this epidemic has happened and is getting worse, because most of the reasons the left usually throws out are all nixed in the opening paragraph I wrote.

At least 3 percent of District residents have HIV or AIDS, a total that far surpasses the 1 percent threshold that constitutes a "generalized and severe" epidemic, according to a report scheduled to be released by health officials tomorrow.

That translates into 2,984 residents per every 100,000 over the age of 12 -- or 15,120 -- according to the 2008 epidemiology report by the District's HIV/AIDS office.

"Our rates are higher than West Africa," said Shannon L. Hader, director of the District's HIV/AIDS Administration, who once led the Federal Centers for Disease Control and Prevention's work in Zimbabwe. "They're on par with Uganda and some parts of Kenya." "

However, the reason the rates are so high in DC is probably more because of the large black population than the increased abstinence/safe sex education approach and the availability of items that reduce the transmission of AIDS. Actually, those factors are contraindicated with AIDS prevalence, so it's counterproductive of you to point them out.
