Anybody think this is going to slow down ISIS? You still have to hit your target, and the philosophy behind armed combat is to injure your enemy, and make him/her a financial/physical burden on the other side. Killing doesn't offer that aspect.

Not long ago ISIS was reported to be killing their own wounded to sell their organs on the black market. They need the cash. This bullet literally kills two birds with one stone.

The philosophy behind armed combat is to kill the other guy before he kills you.
 
I've had these types of rounds for a while (not the same brand). I've only used them a few times on the range to see their affect on dummies and stuff, prefer to use cheap ammo for practice. The main reason I prefer this ammo when I carry is for the limited penetration (10-11 1/2 inches rated for mine). I am a decent shot but even then there is a risk of someone behind your target also being hit by a conventional round, ok the target will significantly reduce its speed but still... Also, if I ever do shoot someone, and I hope I never need to, I am shooting to kill.

If you kill enough of them there is no other side remaining. They're either all dead or the smart ones figure out they don't want to be.
