1) Russia's military is far smaller than America's AND what it was when it was the USSR.
The country itself has far less people and a far, far smaller economy.
But yes, it is not a very efficient military.
And though the Russians can still develop highly advanced weapon systems (like the T-14 Armata tank, etc.)
They have not got the money to built many of them.
2) As for China?
If you think China is 'rag tag'?
Then you are WAY out of touch on this.
China's Navy alone is expanding at an (alarmingly) amazing rate.
In aircraft carriers?
It has the two 'Kuznetsov-ish' carriers.
Is building a larger, 85,000 ton third.
And - supposedly - a 110,000 ton fourth (that is larger than the new Ford-class).
With at least 2 more on the way.
They will have all the bells and whistles too - Magnetic launchers, nuclear power, etc..
As far as cruisers/destroyers?
Since just 2013?
They have built/about to commission 39(!) 7,000+ ton destroyers.
Including 8 of the massive 13,000 ton Type 055 'destroyers'.
All have flat-paneled AESA radar (similar to Aegis) and vertical launch tubes for a plethora of advanced missiles.

Since 2013?
The US Navy has only commissioned (or soon to commission) 10 Arleigh Burke Destroyers.

Plus they are far outbuilding America in Amphibious Assault ships/Landing Craft as well.
It is also outbuilding America's Air Force and Army.
Now, their equipment probably does not match America's yet.
But it is close.
The Chinese military is NOTHING like they were 25 years ago.

And all this is while their economy is - at it's present rate - due to pass America's in GDP within 10-15 years.
And within 2 to 3 generations - America's GDP per capita rate also.
Meanwhile, America's economy is - slowly - falling into the tank.
All that MASSIVE debt created over the last 14 years is starting to rear it's ugly head.
Inflation is at a 40+ year high.
The national debt is out of control.
Both Wall Street and the Fed are calling for GDP growth to drop down to a 'blah' 1-1.5% for the foreseeable future.
