The BBC article you linked to doesn't seem to support what you think it supports. That being said I do think that Putin would like to end the war. It's just that certain conditions need to be met.

Putin doesn't actually agree with the proposed ceasefire, but he does want to find a peaceful settlement. The title of the BBC article slants it in a way to suggest that he's trying to "drag out talks", when the truth is he just wants a peace deal that Russia finds to be reasonable.
