In 2014 Californians passed Prop 47 with the goal of reducing the prison population and making penalties for stealing less than $1K much more lenient. What we've seen in the past decade, especially in the past several years, has been a huge increase in crime (theft) and a lowering of the quality of life - especially in bigger urban areas.
Prop 36 said we need to be tougher on these criminals and even though much of the leadership of the state didn't support it, it was passed by the voters with currently 70% of the vote.
We can all be ideologues to some degree (some more than others) but people see things with their own eyes. And clearly enough people got fed up with the constant theft, going shopping where a large number of items are locked up etc.
