Presidential Power

Socrats posted an article a couple of months ago from a guy who wrote two different articles on why he wasn't voting for Romney or Obama. In his article on Obama the author stated "Obama set the precedent that any president can secretly order and oversee the extrajudicial killing of American citizens."

Someone responded to that article stating,

"It has always been a power of the POTUS, under emergency war powers, in fact.

Bush invented signing statements which allow Obama to pick and choose."

Is this response accurate?

No. bush didn't invent signing statements to start with (though he used a lot of them), and he never ordered the execution without trial of an American citizen.

Is the power to order the execution without trial of an American citizen given under the War Powers Act?

The War Powers Resolution does not give him the right, but the Patriot Act, unfortunately, gives the President some very board powers to persue terrorists. It is why I was and still am against it.
