Whenever you have a poll of, let's say, Florida, sometimes there are minority groups that you are interested in hearing the views of to better target your campaign. But, if they're 10% of the population, the group in a normal poll will be too small to be statistically valid. So you do an oversample of that specific group to get a more accurate picture of what said groups views are (of course, to obtain the final overall results, you weight them back down to size).
Again, these are internal Democratic polls. There's no point in biasing your own polls, the point is to collect information for the campaign and biased information is useless.
