During the Civil War, West Virginia seceded from the State of Virginia and created a new entity in support of the United States. So there is precedent for exactly this type of secession. There is also that new Native American "nation" created recently. I do not know how they are doing with their nation within a nation...

The state was split in two. It was in no way, shape, or form a type of secession anymore than Maine seceded from Massachusettes, becaues the legislators of West Virginia were the only functioning loyal legislature at the time and they voted to split, and so did the US congress.

They voted specifically to secede from Virginia (a state of its own until after the war). This is an example of more localized people choosing to secede.

Wells Fargo/Wachovia is the latest I think. And we have problems with too big to fail?
 
There were territorial secessions, such as North and South Dakota. Also, Oregon and Washington territories, then Idaho territory from the Washington territory, and finally portions of present day Wyoming and Montana were severed from the Idaho territory.
 
KY was also part of VA.
Kentucky was admitted as the 15th State in 1792, a bit before that war and was part of a district of Virginia, but not part of the State of Virginia. W.Va. was simply a chunk of the State of Virginia and seceded during the war and became a state of its own.
