Because they were talking about the states being allowed to bear arms and have their own militia.


They wanted to have each state have its own protection to prevent the central government from dissarming any state.

the 'militia' is not a government run organization. It never was and never will be. The 'militia' is the people themselves, and if you would bother to read any of the framers arguments, you'd understand that.

The 'right of the people', means just that, whether it's my mother or kanye west. Do I defer to preventing terrorism by surrendering my right to bear arms? No, I do not and neither would the framers. They knew and understood that this was the price of real freedom.

To further eviscerate your claim of 'militia' being troops of the state, to wit:

Art. 1, Sec. 10, Clause 3 of the US constitution states "No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay."

So if states are not allowed to keep troops or ships of war, then the 'militia' MUST be the people themselves.
