When Gen. Nicholas Makarov visited Cuba in late September 2009, he came with an offer to modernize Cuba's deteriorating weapons system which was expanded in 1962 when the then Soviet Union was expanding its reach reach worldwide.

Also on Makarov's agenda was reactivating a sensitive electronic eavesdropping station on nearby Lourdes and to use Cuba as a base to refuel its bombers and a port to replenish supplies on its warships. Cuba is only 90 miles south of Florida, where the U.S. has considerable military facilities which the Russians could easily monitor.

And this is different from what we do how?
 
I don't think Cuba's ever going to pose much of a threat.

I see them as a potential future ally anyway; unless we allow Russia to spread all the good will.
