Rasmussen Reports has President Obama's approval rate above 50%

The newest poll from Rasmussen Reports did not make headlines on their own site, but it quite possibly should have. According to Rasmussen Reports, which actually tends to slant Republicans, 52% of "likely voters" approve of the job President Obama compared to 47% who disapprove. The 52% number is the highest for Obama in 15 months. As late as September of 2010 the President's approval rating was down to 41% in the Rasmussen poll.
The poll numbers are also positive under Rasmussen's "approval index" number. The "approval index" is calculated by subtracting the percent who "strongly disapprove" from those who "strongly approve" of the President. Rasmussen has 31% with a "strongly approving" of the President with 35% "strongly disapproving" for an approval index number of (-4). In early January Rasmussen had the President with an approval index number of (-16). In late October of last year the President's approval index was at (-20).
The "Obama surge" is also documented by other polls. A recent survey had all ten of the major polls showing President Obama's number going up in recent weeks. Many polls, like Rasmussen, have the President getting above the psychologically significant 50% number. In Junuary of 1983 President Reagan's approval rating was at only 35%. Reagan recovered along with economy to help him win re-election by a landslide in 1984. President Obama hopes to follow the same pattern.
In the short term the President's poll numbers may aid him in the anticipated budget fight with Republicans. In his State of the Union speech President Obama is expected to call for increased "investments" in infrastructure and research. According to the President, the United States faces global competition much like it did after the Russians launched Sputnik during the Cold War. Before the President has even given the speech Republicans are already rejecting the "investments" as "more government spending" and calling for more spending cuts than the President will provide. Some believe the fight over the debt ceiling and/or budget could lead to a government shutdown later this year. Under that scenario, the pubilc will ultimately decide who to blame when the federal parks are shut down and Social Security checks are no longer processed.
