Progress? It ain't even as much as the President's one page plan nor the House's four paragraph proposal, but they are promoting it as progress. Guess it is whatever floats the ship
If they go reconciliation, which appears to be the plan now, they have to pass a budget first, and that is even further removed from reality than their tax reform ambitions
To be done properly, and go via the full Senate, they would need the sixty votes, and having lunch with three Democrat Senators ain't quite going to get the job done
All in all, it is beginning to appear that any major tax reform as promised is about as likely as the repeal and replacement of Obamacare
