Need For Electricians

Are these classes you speak only found in Universities? Or do trade schools teach them? Or some certificate programs?

Most are run by community colleges in conjunction with unions. You can do them without being in the union in Right to Work states, and work outside of the union. There are some trade schools that teach the basics, but they don't go as far as a full apprenticeship.

The author in the OP is talking a need for skilled electricians. To do the type of work necessary to decarbonize buildings across the country must one reach a master electrician level to be considered 'skilled' or is there a level of arbitrariness in it?

Journeymen do all the work unless it is a one man shop. Master electricians are needed to do the planning and pull the permits but that is usually a very small part of the job.
