Sounds like a distraction. Look HERE.....while we REALLY hit THERE. Or...it could have been just a warning shot of bigger things to come...
 
Or.....they put out the advanced warning so they can measure how long it takes a team to arrive on scene,...how they arrive, how many, ect ect ect......Dry run in a way , use what they learned later.
