They are to an extent, but for the most part that is done by lobbying Congress as they can't individually by say agency or part of the government do so. Wages for--at least at the federal level--are set by Congress for all government employees. The wage grade scale ("blue collar jobs"), GS (General Scale), and Executive service scale are all set nationwide. There are adjustments for cost-of-living by location however.

Because before, you said you opposed "the whole damn list" of things the teacher's union is fighting for (?), and then when I asked you explicitly if you opposed Collective Bargaining, you said No.
