At the start of World War I, Admiral Charles Fitzgerald, who was a strong advocate of conscription wanted to increase the number of those enlisting in the armed forces. Therefore he organized on 30 August 1914 a group of thirty women in his home town of Folkestone to hand out white feathers to any men that were not in uniform. Fitzgerald believed using women to shame the men into enlisting would be the most effective method of encouraging enlistment.[5][6] The group that he founded (with prominent members being Emma Orczy and the prominent author Mary Augusta Ward) was known as the White Feather Brigade or the Order of the White Feather.[7]
Although the draft would conscript both sexes, only males would be on the front lines.[8][9][10][check quotation syntax] While the true effectiveness of the campaign is impossible to judge, it spread throughout several other nations in the empire. In Britain, it started to cause problems for the government when public servants and men in essential occupations came under pressure to enlist. That prompted Home Secretary Reginald McKenna to issue employees in state industries with lapel badges reading "King and Country" to indicate that they were serving the war effort. Likewise, the Silver War Badge, which was given to service personnel who had been honourably discharged by wounds or sickness, was first issued in September 1916 to prevent veterans from being challenged for not wearing uniform.[7] Anecdotes from the time indicate that the campaign was not popular among soldiers, not least because soldiers who were home on leave could find themselves presented with feathers.

Nance served in the U.S. Navy for 20 years from 1981 to 2001, receiving several military decorations.[2][9] As a U.S. Navy specialist in Naval Cryptology, Nance was involved in numerous counter-terrorism, intelligence, and combat operations.[10][11][12] He garnered expertise within the fields of intelligence and counterterrorism.[13][14][15]
He was an instructor in wartime and peacetime Survival, Evasion, Resistance and Escape (SERE), training Navy and Marine Corps pilots and aircrew how to survive as a prisoner of war.[16][17] There Nance helped to initiate the Advanced Terrorism, Abduction and Hostage Survival course of instruction.[2]
Nance took part in combat operations that occurred after the 1983 Beirut barracks bombings, was peripherally involved with the 1986 United States bombing of Libya, served on USS Wainwright during Operation Praying Mantis and was aboard during the sinking of the Iranian missile boat Joshan, served on USS Tripoli during the Gulf War, and assisted during a Banja Luka, Bosnia air strike.[9]

Nance was born in Philadelphia. He attended the city's West Catholic Boys High School. He studied Spanish, French, and Latin, and took advantage of free classes in Russian and Chinese offered at South Philadelphia High School on Saturdays.[2] In 2011,[5] he received a Bachelor of Arts degree[6] from New York's Excelsior College.[7]
Nance began working in the civilian intelligence arena through research into the history of the Soviet Union and its spy agency the KGB.[8] He subsequently analyzed Middle East terrorism and sovereign nations with ties to the Russian Federation.[8]
