Los Angeles City Council bans medical marijuana dispensaries

After years of controversy over medical marijuana, the Los Angeles City Council on Tuesday decided to ban every clinic in the city - but left the door open for some to reopen in the future.


The 14-0 decision came after some five hours of debate, including three hours behind closed doors, as well as passionate opposing testimony from medical marijuana advocates and neighbors frustrated by the problems the clinics create.


In a separate vote, the council OK'd a plan to study allowing 182 dispensaries to open in the future, following more extensive analysis by the Planning Department over the next several months.


City Councilman Jose Huizar, a co-author of the ban, said the city has simply been unable to properly control the dispensaries. In Eagle Rock, for example, he said, there are 13 clinics.


"That's too many for such a small area," Huizar said. "All we hear are complaints about the number of dispensaries and the problems around them."


Mayor Antonio Villaraigosa plans to sign the measure, his office said Tuesday, and it would take effect 30 days after his signature.


The vote reversed the council's earlier decisions to allow dispensaries to remain open if they had obtained the proper permits from the city.


The city has struggled with the medical marijuana issue for years, with most officials wanting to keep dispensaries open to help legitimate patients, but fielding complaints from residents and police about

crime and neighborhood nuisances.
The number of clinics has grown to 762 registered with the city, and possibly hundreds more that are believed to be unregistered.

"This is a much more clear-cut measure than we have had," Huizar said after the vote. "The state law never included dispensaries.

We are saying they will not be allowed in the city of Los Angeles."

I think what's going to happen is that people are going to go to the three dispensaries in West Hollywood and they will face closure by the federal government for having too many customers," Koretz said.

Obama's pot policy blows, but this doesn't seem to be a byproduct of it. I can see where a city might have concerns about the #'s of dispensaries that were there.

it's speculation, but it's not speculation that rhe USDA's are going after BIG clinics - just because they are big. no other reason.

So shut down the smaller dspesarys, where does that leave patiensts? -off to the big clinics. Which are being targeted, because of shuttering of small clinincs.

In this sense it does tie together. Any way you slice it, medical marijuan is on the way out as Big Pharma takes over the market.

He seemed to have purposefully tricked states like Michigan into chaos on what his percieved policy was on medical marijuana ..

Would Romney Be Worse For Medical Marijuana Than Obama? - excerpt

President Obama has been taking a lot of well-deserved heat for his disjointed and disappointing approach to medical marijuana. Of course, with an election approaching, Obama supporters are struggling to explain why the many Americans who care deeply about this issue should support this president following his badly broken promises and recent false statements. An argument I've been hearing a lot is that Mitt Romney would be even more of a monster when it comes to medical marijuana policy.

But why would anyone assume that? Because he's a Republican? Obama's been worse on this issue than George W. Bush ever was, so what's to say he wouldn't be worse than Romney too? There's no logical basis at all for assuming that one party is just automatically going to be better when it comes to respecting state laws that protect medical marijuana patients. A strong majority of voters on the left and the right support medical marijuana, so it's not like Romney's supporters are asking him to go on the attack

Anyone who wants to argue that Romney would be worse when it comes to medical marijuana should begin by explaining how. Really, how would he be worse? The Obama Administration is already doing every single awful thing that can be done short of suspending all other federal law enforcement functions and spending the next 4 years demolishing dispensaries one at a time. They're raiding businesses, prosecuting providers, intimidating landlords, suing operators on bogus tax claims, threatening to arrest state regulators, blocking medical research, and even banning gun ownership by patients. I honestly doubt Romney could be any worse than this if he tried.
