The reason for having multiple controllers is akin to having two pilots aboard an airliner: on normal days, only one is really needed, but when problems arise, it's important to have a second or third set of eyes on the situation.

The latest update I heard was that two people were doing the work of four. One person was issuing clearances to people on the ground while the other was working both ground and tower including the emergency on the other runway.

Under "normal" conditions, they could handle it, but this wasn't normal.

Anyone who hates government cannot be expected to run it competently. That's like asking somebody who hates football to coach an NFL team to the playoffs.
