Lack of oversight--OBAMA ADMINISTRATIONS FAULT

New government and BP documents, interviews with experts and testimony by witnesses provide the clearest indication to date that a hodgepodge of oversight agencies granted exceptions to rules, allowed risks to accumulate and made a disaster more likely on the rig, particularly with a mix of different companies operating on the Deepwater whose interests were not always in sync.

On April 1, a job log written by a Halliburton employee, Marvin Volek, warns that BP’s use of cement “was against our best practices.”

An April 18 internal Halliburton memorandum indicates that Halliburton again warned BP about its practices, this time saying that a “severe” gas flow problem would occur if the casings were not centered more carefully.

Around that same time, a BP document shows, company officials chose a type of casing with a greater risk of collapsing.

Despite noticing cementing problems, BP skipped a quality test of the cement around the pipe. Federal regulators also gave the rig a pass at several critical moments. After the rig encountered several problems, including the gas kicks and the pipe stuck in the well, the regulators did not demand a halt to the operation. Instead, they gave permission for a delay in a safety test of the blowout preventer.

Under intense media scrutiny, at least a dozen federal agencies have taken part in the spill response, making decision-making slow, conflicted and confused, as they sought to apply numerous federal statutes.

In one stark example of government disputes, internal e-mail messages from the minerals agency obtained by The Times reveal a heated debate over whether to ignore some federal environmental laws about gas emissions in an effort to speed the drilling of relief wells.

One agency official, Michael Tolbert, warned colleagues on April 24 that emissions of nitrous oxide from the well were “pretty far over the exemption level,” an issue that his colleague Tommy Broussard said could result in “BP wasting time” on environmental safeguards in a way that would be “completely stupid.”

Hardly...this is not a natural disaster...this is not a storm...a storm cannot be controlled or prevented unless you're God...a storm you wait until its over and help the survivors...no one can force people to use their own common sense to save themselves from a pending flood or storm.

This oil disaster is the culmination of 30 years of conservative ideology. Deregulation and the conservative practice of appointing oil executives to regulatory positions. Same old disaster capitalism with maximized profits while dumping the costs on the public. Nothing ever changes with you wingnuts. Your side deregulated the oil industry over the last 30 yrs and now you want to point the finger at and blame someone else. Obamas Catrina! LOL. The problem is that BP subcontracted the operational side to third party companies, unfortunately so many companies are going down this same route. The inevitable result is that when something goes wrong it is hard to know who's to blame.

Exactly...and oversight agencies SHOULD NOT HAVE granted exceptions to rules.../It was their responsibility to see the rules were followed...instead, the Obama admin. was giving BP awards for safety.....Blame Bush/cheney only works for peckerheads..

I would find it amusing that all our resident neocon parrots and right wingnuts are screaming that there wasn't ENOUGH efficient gov't regulaton to prevent the BP gulf coast disaster....where just prior to this the same cast of characters were decrying the very notion of any further gov't regulation of ANY private industry/business/corporation.

Turns out that British Petroleum was one of three finalists for a federal award honoring offshore oil companies for "outstanding safety and pollution prevention." from the Obama Administrations Department of the Interior's Minerals Management Service, a SAFE award. The winner was due to be announced at the end of April or early May....

The awards ceremony has been delayed. (Thats was a good call)

Bush/Cheney are GONE< GONE< GONE....for 18 months....

Obama has the watch....and is giving safety awards to BP....

and yet the peckerhead quote of the day is.....

:palm: Once again, our intellectually impotent Bravo berates us with his proud stupidity.

Someone clue Bravo in: the deregulation policies that came out of the Shrub's administration gave BP the go ahead NOT to install a remote audio shut down that would have prevented the current disaster. And of course, since Cheney claims that a secret meeting with people supplying our energy was all above board and legal (although to date no legal precedent backs him, as we weren't at war with anyone), Bravo and other willingly dumb bastards are just happy as clams in beer, and don't even try to find out who was on the IMMS board (appointed).

But Bravo is short on history, and long on headlines. :palm:
