In the above op-ed.... Krugman hammers on TX for things like 'their graduation rate is low' and then blames it on their lack of spending.

Unfortunately for the idiotic Krugman, he neglected to check the results in his home state of NY.

NY's graduation rate for Hispanic and African American students are over 10% less than that of TX.

A lack of parental involvement is the reason.

Peer pressure is the reason.

Poverty is not the reason.... public education is free to all that WANT it. To all that TRY to better themselves. Quit making excuses... that is a huge part of the problem.

That is an excuse. It is not based in reality.

Public education is FREE.

They are not dropping out because their parents are poor.

They drop out because of some combination of:

1) Their parents don't care
2) The teachers give up on them or pass them along to the next grade until they reach the point they will never catch up
3) Their peers convince them 'school sucks'
4) They don't care

Anyone in this country that wants an education can get one (talking k-12)

It's a lot better. NY City has it's own income tax of 3.876%, and that's above the already punitive NY State tax of 8.97%. NJ state income tax is also 8.97%.
