You ignorant ass, it was not vacated, it was merely halted. This is a regional district court, his opinion does not hold sway over anything but his district. If another district goes against him, his order only applies to his district and I am surprised he thinks his order applies across the nation.

That judicial district may limit that judge's jurisdiction.

Stare Decisis applies to the entire nation.
If that judge's action stands in that one district, why could it not then be cited as precedent in any other judicial district in the country, at that level and purpose?

But please, state what violation of the constitution it's committing.
A TRO can be granted on ex parte application and the emphasis is on the emergency aspect and its extremely short duration, whereas a preliminary injunction requests an order pendente lite, throughout the litigation which may be a year or more until a final injunction is either granted on the merits, or not, after trial. Different standards and possibly different outcomes. But certainly a TRO is not granted without a showing of irreparable harm and a showing of entitlement. TROs can be granted and the burden for the prelim fails. Else there would scarcely be a reason to have the two different procedures.

What is the Constitutional premise? Please be specific.
It is the law of the land as to all the "subjects" while in place but it is merely persuasive authority in any other state's district court. A TRO can scarcely be considered binding legal authority for anything much.

I don't have the filing or the TRO application or declarations in support, but I can guess one ground would be the executive order overruling the act of Congress, a coequal branch with province over lawmaking, and which afforded immigrant political refugees legal rights to asylum in the USA.
Trump didn't help himself by declaring that Christian refugees would be given preference.
