Rarely is anything a lock in DC.... too many idiots running around... you just never know what they are going to do until its done.

The 3 Republicans voted for cloture. They don't even need to vote for it to pass. It could just be that they didn't like the idea of a filibuster and have lots of issues with the bill (another reason to vote for cloture, so that their concerns will be listened to behind those closed doors).
