You have done a computer science major, so I'm sure that you're familiar with 1 for N redundancy, dual redundancy, sandboxing, hot standby, hot swapping etc. The likes of Apple should never have allowed Foxconn, a Taiwanese company, to make their products almost exclusively in China. Huawei and ZTE should be kicked out of any security critical projects like 5G, it is imperative that they don't destroy the likes of Cisco, Ericsson and Nokia which they have been doing their utmost to achieve.

That's the engineering aspect. My main interests are in the programming and mathematics.

Yes I realise that but I'm sure you're familiar with the concepts nonetheless. Just to let you know both of my sons did computer science majors and graduated with first class honours. One works for Cisco in London and the other has just accepted a job in Tokyo with SoftBank. Before I retired I worked for T-Mobile for 13 years primarily as a Cisco networking engineer.

Back then in an early class, I had to physically input every instruction in a PDP-11 to see what it's like. And I had to run a simulation.

It's 2 billion dollars, literally not even enough money to justify the investment to move one factory probably.

Also good luck "moving your plants of China", China will still have the plants and still be your competitor. They're not going to let you just pack up the factory in leave, they're not retarded and have laws that prevent capital flight.
 
Literally the only measure that would work is to directly invest public funds in the country itself, either establish investments to build factories in America with guaranteed terms for decades, or establish state owned entities and make the capital investments yourself. The private sector is always going cautious and skitty to do this itself, they are expecting changes in policy and don't want to make any massive investments that would be worthless if China opened back up.
