Increasing cheap labor is called increasing efficiency. A standard business practice.

It's also a common labor market manipulation tactic employed by fascists. Bribe governments to zone local trade out of business, or call it an environmental hazard, marketize all local resources so people must work for the foreign sweatshops to gain the required currency to buy back their own resouces. It's all a hoax. and a sham, and a sin.
