Is that another place named in government speak?

Like "NAFTA" isn't really "Free Trade", so this place is unlikely to be what you think it is.

Intelligence sources tell us that the GDES does not actively execute people. But they do force them to live on a diet of airline food and bottled tapwater from Cleveland. They also force them to attempt to memorize the entire federal tax code. Most GDES prisoners commit suicide with a few months of their incarcaration.

It is not sure whether the idiocy of the tax code, the boredom of rote memorization, or the airline food finally pushes them over the edge.
