So this is how the plan works. The rich use a concierge doctor until you need comprehensive health care, then sign up for Obamacare.

Nope. He said pay the fine, then get the insurance when you need it. Without the fine, it's basically how the young and healthy have evaded having health insurance for years. What's wrong with that is once they needed insurance they couldn't get it because of preexisting conditions and we, the public, are stuck with the bill.

That's the whole idea behind the mandate.
