I think they wanted Carr brought before Congress, but naturally, Republicans voted it down.

By "they" you mean the Democrats I assume.

What I'm wondering here, is if the Republicans felt they were facing a possible severe image problem and even voter backlash due to the nationwide perception that they've become the party of censorship and of trampling free speech, so they stepped in and maybe got Kimmel put back on the air.
