How does a homeowner or business owner profit when their homes or businesses are burned to the ground, Jacky.

Try connecting the dots, Earl.

The Ownership Class makes the Rules. They hire Agents (Congress) to do their bidding. A Police Force is stood up to 'Protect and Serve' the Ownership Class.
If there is a failure somewhere (like getting a Target store burned down), the Ownership Class informs their Agents (Congress) to 'fix the problem'.
The 'problem' being the way the Police Force treats the Citizens (the Worker Drones).
Maintaining 'Law and Order' can be accomplished WITHOUT the Police Brutality.

What's not intent of SCOTUS fabricated misnomer immaculate drug conceptions to protect & serve lynching enforcement, playing one man's law is another man's crime with a rhetorical plethora of balderdash ?
