What would be the purpose of passing the laws if they are all going to sunset? This makes little or no sense at all with regard to waste and corruption.

First of all, you have two entirely different problems... Waste is not corruption, and corruption is not waste, and how you would go about eliminating one, has nothing to do with the other.

WASTE-- Pass legislation allowing the President the authority to use "line item veto" on bills presented for his signature. This would eliminate a tremendous amount of pure pork, which is the culprit of most waste in government spending. Then there is the issue of mandatory increases built in to almost every appropriation, those should be reviewed and means tested, if the program or function is not doing what was anticipated, the funding doesn't need to be increased, it needs to be de-funded completely. Our government currently spends all kinds of money on things that are redundant and obsolete... For instance, the billions of dollars each year, for maintaining underground helium storage facilities. Do you know why we pay all this money to maintain the facilities? Because back in the 1940's, it was appropriated as part of a national security initiative, you see, dirigibles were being used as military airships, and they require massive amounts of helium... thinking that we might one day need all this helium, our government established the program, and it's been around ever since... billions of dollars, every year, to maintain something that we'll never use. Does it make sense to you? How many poor kids could we have educated with that money?

CORRUPTION-- A good start would be to enforce the law when corruption is found. In recent years, politicians caught red-handed, up to their eyeballs in corruption, are given a pass, allowed to slide, because the good ole boys in Washington are looking out for them. Punish the bastards harshly and swiftly, and this will go a long way in cutting out much of the corruption. Aside from that, start electing people with ethics and morals, and not whatever scumbag promises you the moon and stars with a nice smile! Elect people with integrity and honor, and they are more likely not to become involved in corrupt activities.
