The "guy with the heavy British accent" is English and his accent is known as received pronunciation, nobody really speaks that way apart from the aristocracy, what's left of them, and the Queen. I assume they used him to make the cheap tat they are flogging to gullible Americans more acceptable. Have you see the rehearsals for the wedding yet?
I figured they used him because when you hear that 'received pronunciation' as you called it, he sounds so 'official' ....as if, we need not question the authenticity of the heirloom ring... but, they will send you the certificate anyway! I just wonder.... you know there HAS to be hundreds (if not thousands) of gullible Americans ordering this thing... someone made a killing... well, the "British Historical Society" made a killing... LOL
I have not seen the rehearsals.. not up to speed on the Royal Wedding... not really my cup of tea, as it were. I just thought this commercial was a hoot, it really takes the cake, and illustrates just how great American capitalism is!

No, the certificate of authenticity pretty much certifies it's a fake ring, I don't need an actual birth certificate. Now, if the Royal Heirloom Ring wanted to run for President of the United States? Different story! Then, we would need to confirm the fake ring was constitutionally eligible, and yes, I would need to see a birth certificate to confirm it was born in the US, pursuant to constitutional requirement. I hope that answered your question sufficiently.
