It happened because FRANCE let too many Arab muslims immigrate into the country.
Why did it do that? Because FRANCE still takes the revolutionary ideals of: "Liberty, Equality, Fraternity" far too seriously.
FRANCE is an advanced Western democracy, but its politics have often been too liberal in the recent past (Germany has made the same mistake, Sweden and Denmark as well), hence its belief that it could happily take in a shit-load of Arab muslim refugees, etc; because -you know - "all men are created equal", so Arabic muslims from Syria, Jordan, Lebanon, Egypt, or wherever, will quickly integrate into French society without any trouble at all -trust us (the French government)!
