this is the mistake of the legislature, trying to read the exact holding while ignoring the basics of the decision. let them make this law and the public will feel all hunky dory that they are doing something, then the courts will take the blame for activism because they upheld the constitution when they invalidate the law.
 
This is old news and is all about Gov. Rick Scott's drug testing company Solantic making millions. This is the same shit that goes on in Arizona with the private prison system. You make laws to drug test everyone and the Gov. makes millions or you pass laws to fill private jails so the Gov's backers make millions. It's what Republicons do... introduce radical laws in order for backers to make money. It's not how the government should be run but Republicons love to manipulate it like a cash cow.
