FACT CHECK: Are rich taxed less than secretaries?

WASHINGTON (AP) — President Barack Obama says he wants to make sure millionaires are taxed at higher rates than their secretaries. The data say they already are.

"Warren Buffett's secretary shouldn't pay a higher tax rate than Warren Buffett. There is no justification for it," Obama said as he announced his deficit-reduction plan this week. "It is wrong that in the United States of America, a teacher or a nurse or a construction worker who earns $50,000 should pay higher tax rates than somebody pulling in $50 million."

On average, the wealthiest people in America pay a lot more taxes than the middle class or the poor, according to private and government data. They pay at a higher rate, and as a group, they contribute a much larger share of the overall taxes collected by the federal government.

The 10 percent of households with the highest incomes pay more than half of all federal taxes. They pay more than 70 percent of federal income taxes, according to the Congressional Budget Office.

In 2009, 1,470 households filed tax returns with incomes above $1 million yet paid no federal income tax, according to the Internal Revenue Service.

I don't think Obama every claimed that all or even most people earning more than $1 million per year have lower effective tax rates than middle class people. He simply said that people earning more than $1 million shouldn't have a lower effective tax rate and than middle class folks. Well, obviously some millionaires do.

Drop the class warfare and govern. Make hedge fund managers pay at ordinary income levels. Lower rates and reduce loopholes.
Obama will give us gridlock for another year as he continues with tax and reparations plans that are doa.
He can campaign with the best, he governs like Carter.

The Associated Press reports that households making more than $1 million this year will pay an average of 29.1% of their income in federal taxes, according to the Tax Policy Center. Households making between $50,000 and $75,000 will pay an average of 15% [lower than 29.1%] of their income in federal taxes. (It's true that the uber-rich - guys like Buffett - often pay lower rates. Internal Revenue Service data from 2008 showed that the average for the top 400 tax returns was 18.1% [still higher than 15%] for all federal taxes, still more than many taxpayers pay.) [47% pay NOTHING]
