There is a great deal of pressure put to bear on all large school districts with a large minority attendance . The demand is to graduate as many Latino and African-American students as possible and to reduce the drop out rate among these very same students.
All empirical evidence indicates that minority students, black kids in particular, have difficulty, to say the least ,with the basic elements required to pass from grade to grade and cannot pass the minimal requirements for graduation.
So in order for the schools to remain in compliance with federal guidelines, they in many cases ,allow black kids to repeat final exams as many times needed to get the passing grade of 65% or to obtain a C- ,allowing them to move on.
One of the biggest factors that disallow blacks from graduation is primarily poor attendance. Many blacks simply drop out unofficially early on ,and then reappear with someone from the naacp or a community organizer who advocates for them and gets them reinstated.
Many black kids commit serious crimes and then are reinstated by the courts after serving time in reform school. or a detention center. Even if they wanted to graduate ,they would never catch up ;unless some craven school adminstrator or teacher were to give them answers to the finals.
When you see blacks students at a graduation ceremony ,rest assured , 98% of them do not deserve to graduate.
now granted many white kids do not as well;but all you need to do is listen to some of these blacks kids at their graduation and you well may wonder if they should repeat the 4th.grade.
White kids may have similar problems but one thing for certain they do not get the attention or the chance to repeat their finals till they get a passing grade.
