There is no such thing as "tenure" in government employment. If you give up one job, and take another, you are in a probationary period with the new job. It was his mistake to think this was a good time to do such a thing.

This is a good time not to be moving around. Do not invest in new things, retreat, but do not advance, take chances, etc.
 
Trump doesn’t care. He’ll only care when he is widely hated by the public and there are demonstrations at the WH.
